Connley Walker Pty Ltd was engaged by Warrnambool City Council to undertake a comprehensive security audit and security risk assessment of the Archie Graham Centre. This engagement formed part of a broader review of council-managed community facilities, aimed at assessing all hard and soft security controls, identifying cost-effective security improvements, and enhancing asset visibility through structured documentation.
The audit involved an in-depth review of the site’s hard controls, including physical access points, electronic security systems, perimeter treatments, CCTV coverage, and internal barriers protecting restricted or sensitive areas. Simultaneously, soft controls were assessed, including administrative procedures, access governance, security responsibilities, and emergency response protocols.
A detailed lighting assessment was carried out in accordance with AS/NZS 1158.3.1:2020, with a focus on external circulation areas, entrances, and access paths. The assessment reviewed lighting performance, coverage, and placement to ensure compliance with the standard and to support improved visibility, safety, and passive surveillance.
The security risk assessment was conducted using a structured methodology aligned with AS/NZS ISO 31000:2018. This framework enabled Connley Walker Pty Ltd to assess potential security threats specific to the operational nature of the Archie Graham Centre, a multi-purpose community facility, and to develop proportionate and cost-effective risk treatment strategies tailored to the site’s public-facing and support-service functions.
To support ongoing infrastructure planning and compliance tracking, Connley Walker Pty Ltd developed a detailed Electronic Security Asset Registry for the site. The registry documented all electronic security equipment, including cameras, access control components, and alarm systems, providing a structured tool for asset management, maintenance scheduling, and lifecycle planning.
A full site inspection was conducted to observe how physical and procedural security measures functioned in practice and to understand patterns of use across public, staff, and restricted zones. Stakeholder consultations were also held with centre staff and council representatives to ensure operational considerations, service delivery requirements, and known challenges were incorporated into the assessment.
A Crime Prevention Through Environmental Design (CPTED) review was also included to examine how the built environment could support improved safety, natural surveillance, and access control through design-based enhancements.
Upon completion of the engagement, Connley Walker Pty Ltd delivered a formal report detailing the scope, methodology, and professional recommendations to support Warrnambool City Council’s ongoing efforts to maintain a safe, secure, and accessible environment at the Archie Graham Centre.
