Connley Walker Pty Ltd was engaged by QBuild to conduct a comprehensive review, audit, and redesign of the master key system at the Cairns Courthouse facility. This engagement formed part of a broader facilities management strategy focused on ensuring secure, efficient, and compliant access control arrangements across the site.
The scope of work included a full audit of the existing master key system, including key hierarchies, access permissions, and key distribution controls. Connley Walker Pty Ltd reviewed current keying practices to determine their alignment with security objectives, access policies, and risk management frameworks. As part of this process, we examined how the existing system supported operational efficiency while maintaining appropriate levels of physical security for sensitive zones within the courthouse.
A site inspection was conducted to gain a full understanding of the building’s layout, access points, lock hardware, and key control infrastructure. This allowed Connley Walker Pty Ltd to assess how access was managed across various zones, including public, restricted, and secure areas. The inspection also informed the development of a revised keying structure that met both functional requirements and security principles.
Extensive stakeholder consultation was carried out during the project to understand the specific access needs of operational staff, judicial personnel, maintenance teams, and contracted service providers. These consultations ensured that the final keying design incorporated practical requirements and reduced the likelihood of operational inefficiencies or key management issues post-implementation.
Following the audit and consultation phases, Connley Walker Pty Ltd developed a new master key system design, including a proposed hierarchy of keying levels, control measures for key issuance and return, and physical hardware specifications. The new system was structured to enhance accountability, reduce key proliferation, and improve the ability to manage access control centrally.
A formal report was submitted to QBuild outlining the findings of the audit, the process of stakeholder engagement, and the proposed master key system design. The report was structured to support implementation planning, procurement, and alignment with government security and access management policies.
