Connley Walker Pty Ltd was engaged by the City of Palmerston to undertake a comprehensive Crime Prevention Through Environmental Design (CPTED) audit and security review of the Palmerston Central Business District (CBD) in the Northern Territory. The purpose of this engagement was to assess the existing urban design, public safety infrastructure, and environmental conditions from a security perspective, and to develop expert recommendations to reduce crime risks and enhance community perceptions of safety.
This was a major project involving extensive stakeholder engagement, detailed site inspections, and a holistic application of CPTED principles across a wide urban landscape.

The scope of services included a detailed physical inspection of the CBD area, including streetscapes, laneways, public amenities, and recreational spaces. These consultations provided insight into how the public spaces were utilised and informed the application of CPTED principles.
Connley Walker Pty Ltd applied the recognised principles of Crime Prevention Through Environmental Design, including surveillance, access control, territorial reinforcement, and maintenance. These principles guided the audit process, ensuring that the review was grounded in evidence-based urban safety and crime prevention methodologies.
As part of the engagement, Connley Walker Pty Ltd prepared a formal report outlining the security review and CPTED audit processes. The document was intended to inform future planning and assist the council in aligning its public safety objectives with urban development strategies.
