Previous Projects - Connley Walker Security Consulting Services: Civic Centre Warrnambool

Connley Walker Pty Ltd was engaged by Warrnambool City Council to conduct a comprehensive security audit and security risk assessment of the Civic Centre. The engagement was part of the Council’s proactive approach to improving organisational security and ensuring that both hard and soft security controls across the facility were aligned with current standards and operational requirements.

The audit included an extensive review of hard controls, such as physical access systems, CCTV infrastructure, barriers, and protective measures associated with public entry points, service areas, and staff-only zones. In parallel, Connley Walker Pty Ltd assessed soft controls, including access management procedures, security governance, staff responsibilities, and emergency response arrangements.

A key component of the engagement involved a lighting assessment conducted in accordance with AS/NZS 1158.3.1:2020, the Australian standard for lighting in pedestrian areas. The assessment focused on external pathways, entrances, and surrounding precincts to evaluate lighting performance, coverage, and its contribution to safety, surveillance, and public amenity.

Connley Walker Pty Ltd conducted a structured security risk assessment using the AS/NZS ISO 31000:2018 framework. The process was designed to identify threats specific to the Civic Centre’s operational environment and to support the development of cost-effective and proportionate risk mitigation strategies suitable for a public administration setting.

A full site inspection was conducted to observe the implementation of physical and procedural security measures in practice. This included assessment of access pathways, public service counters, secure workspaces, and after-hours operations. The inspection provided critical input for both the audit and risk assessment components.

In addition, Connley Walker Pty Ltd conducted stakeholder consultations with council staff, security personnel, and facilities management representatives. These discussions provided valuable operational insights and helped ensure that all recommendations were aligned with practical site usage and organisational priorities.

A Crime Prevention Through Environmental Design (CPTED) review was also incorporated into the engagement to assess how design features supported or inhibited natural surveillance, access control, and site activation.

Following completion of the project, Connley Walker Pty Ltd prepared a detailed report outlining the scope of services delivered, methodology applied, and professional recommendations for improving the Civic Centre’s security posture and risk management approach.
