Connley Walker Pty Ltd was engaged by Warrnambool City Council to perform a comprehensive security audit and security risk assessment of the Lighthouse Theatre. This engagement was part of the Council’s ongoing commitment to improving the security and resilience of key public facilities, with a particular focus on evaluating all hard and soft security controls, identifying cost-effective risk mitigation strategies, and enhancing asset visibility.
The audit involved a detailed assessment of hard security controls, including perimeter protections, physical access points, electronic access systems, CCTV coverage, and internal zoning. Simultaneously, soft controls were reviewed, such as access management protocols, emergency procedures, staff responsibilities, and existing security governance frameworks.
As part of the engagement, Connley Walker Pty Ltd conducted a lighting assessment in accordance with AS/NZS 1158.3.1:2020, the Australian standard for pedestrian lighting. The assessment examined lighting quality, placement, and coverage across external walkways, car parks, and building entries to evaluate compliance and identify areas for improvement in support of safety and visibility.
A structured security risk assessment was completed using the AS/NZS ISO 31000:2018 framework. The assessment process was tailored to the operational environment of the Lighthouse Theatre and aimed to identify practical, scalable, and cost-efficient strategies for reducing exposure to physical security threats, particularly in the context of a multi-use performing arts facility.
In addition to the audit and assessment activities, Connley Walker Pty Ltd developed a detailed Electronic Security Asset Registry. This involved the documentation and classification of all electronic security devices across the site, including surveillance systems, access control points, and related infrastructure. The asset registry was developed to assist Warrnambool City Council with lifecycle management, maintenance planning, and future upgrade considerations.
A site inspection was conducted to observe security measures in practice, assess environmental and operational variables, and ensure the assessment was grounded in real-world usage patterns. Stakeholder consultations were also undertaken with theatre management, technical staff, and facilities personnel to capture operational needs, access arrangements, and known security challenges.
A Crime Prevention Through Environmental Design (CPTED) review formed part of the overall engagement and considered how the spatial layout and surrounding environment influenced natural surveillance, territorial reinforcement, and access control.
