Connley Walker Pty Ltd was engaged by Perfect Remediation to conduct a security review and a Crime Prevention Through Environmental Design (CPTED) assessment of the HJ Daley Library in Campbelltown, New South Wales. This engagement formed part of a broader relocation project, with the aim of ensuring that physical security considerations and environmental design principles were integrated into the planning and transition process.
Connley Walker Pty Ltd carried out a detailed site inspection of the existing and proposed library locations to evaluate security conditions, access pathways, sightlines, and spatial arrangements relevant to public access and staff operations. The inspection focused on understanding how the layout of the facility influenced the movement of patrons, control of entry points, and visibility throughout the premises.
As part of the engagement, Connley Walker Pty Ltd undertook consultations with project stakeholders, including representatives from Perfect Remediation and relevant council personnel. These discussions informed the review by identifying key operational considerations, anticipated challenges associated with the relocation, and expectations around public safety, accessibility, and security compliance.
The CPTED assessment applied recognised environmental design principles to evaluate how the library’s spatial configuration could support natural surveillance, territorial reinforcement, and effective access control. Consideration was also given to how public areas, staff-only zones, and transition points could be designed or modified to reduce opportunities for antisocial behaviour and improve safety outcomes.
The security review was undertaken in accordance with industry standards and incorporated an evaluation of physical controls, procedural elements, and overall risk exposure within the new operating environment.
Following the review, Connley Walker Pty Ltd prepared a formal report documenting the engagement scope, applied methodology, and key environmental design considerations relevant to the relocation process. The report was intended to inform the final planning, layout, and security integration strategies for the redeveloped library site.
