Connley Walker Pty Ltd was engaged by QBuild to undertake a full audit, review, and redesign of the master key system at Southport Courthouse in Queensland. The engagement was part of a wider facilities management initiative aimed at improving access control and security governance across the site.
The scope of work included a comprehensive audit of the existing keying system, covering key hierarchies, levels of access, physical lock infrastructure, and key distribution procedures. Connley Walker Pty Ltd conducted a site inspection to assess how keys were used across various functional zones within the courthouse, including public areas, restricted access zones, and secure judicial and administrative spaces.
In parallel with the site inspection, Connley Walker Pty Ltd conducted stakeholder consultations with court administrators, operations personnel, and maintenance staff. These discussions informed the understanding of current access needs, operational challenges, and security requirements, ensuring that the revised keying system would be fit for purpose.
Using the findings from the audit and consultation phases, Connley Walker Pty Ltd developed a new master key system design tailored to the operational needs of the courthouse. The proposed keying hierarchy was structured to balance operational efficiency with strict access control, reduce the proliferation of keys, and support clear accountability for key management.
The master key system redesign also included recommendations for lock hardware specifications, key tracking procedures, and governance measures aligned with government security policies. The design provided a structured framework for access control that could be implemented in stages or as part of a broader security upgrade.
A formal report was prepared outlining the audit findings, consultation outcomes, and the recommended master key system design. The report was structured to assist QBuild in the procurement and implementation process and to provide assurance that physical access controls aligned with government operational and security standards.
