Connley Walker Pty Ltd was engaged by the Victorian Electoral Commission (VEC) to conduct a security risk assessment across several sites used for vote counting operations. This engagement formed part of the Commission’s broader strategy to ensure that all electoral facilities meet appropriate standards for physical security, risk management, and operational resilience during election periods.
The assessment focused on a selection of sites where vote counting activities are undertaken, each with varying layouts, functions, and risk profiles. Connley Walker Pty Ltd carried out site inspections at each location to review access controls, security infrastructure, and environmental conditions relevant to their use during electoral events.
Stakeholder consultation was also a key component of the engagement. Discussions were held with site managers and VEC representatives to understand operational procedures, staffing models, logistics, and the movement of sensitive electoral materials. These consultations provided important contextual information that was incorporated into the overall risk assessment framework.
The security risk assessment was conducted in accordance with AS/NZS ISO 31000:2018 and considered a range of security threats relevant to the nature of electoral operations. The methodology ensured a consistent, structured analysis of security risks across each facility, with attention given to physical access control, the protection of election-related materials, and the integrity of the counting process.
A Crime Prevention Through Environmental Design (CPTED) review was also integrated into the assessment. This review considered how the physical layout and environmental conditions of each site could influence opportunities for unauthorised access, visibility, and natural surveillance.
Connley Walker Pty Ltd provided a formal report documenting the assessment methodology, stakeholder consultation process, and scope of site inspections. The report was structured to support internal decision-making and planning related to election site selection, security improvements, and operational readiness for future electoral events.
