Previous Projects - Connley Walker Security Consulting Services: Warrnambool Art Gallery

The audit included a full review of hard security controls, such as perimeter barriers, locking mechanisms, electronic access control, and CCTV coverage, particularly in areas used for the display, storage, and movement of artworks. Connley Walker Pty Ltd also evaluated soft controls, including access protocols, emergency response procedures, incident reporting mechanisms, and overarching security governance systems.

As part of the engagement, a lighting assessment was carried out in accordance with AS/NZS 1158.3.1:2020, the Australian standard for pedestrian area lighting. The assessment focused on entryways, paths, and external circulation zones, identifying improvements to support visibility, safety, and passive surveillance, especially during after-hours operations and exhibition events.

A structured security risk assessment was completed following the AS/NZS ISO 31000:2018 framework. This process was designed to identify potential threats to people, property, and cultural assets within the gallery and to support the development of cost-effective and proportionate treatment strategies consistent with the facility’s operational profile and public accessibility requirements.

In support of security asset planning, Connley Walker Pty Ltd also developed a comprehensive Electronic Security Asset Registry. This registry documented all existing electronic security infrastructure at the gallery, including surveillance equipment, access control systems, and alarm devices. The registry was structured to assist the Council with future maintenance planning, asset lifecycle management, and security system upgrades.

The project involved a detailed site inspection to assess the real-world implementation of security controls and to understand how various spaces — including gallery areas, storage rooms, administrative zones, and public access points — were managed. Stakeholder consultations were also conducted with gallery staff and council representatives to ensure operational realities and organisational priorities were considered throughout the engagement.

A Crime Prevention Through Environmental Design (CPTED) review was integrated into the audit to assess how design and environmental features influenced access control, natural surveillance, and territorial reinforcement.

At the conclusion of the engagement, Connley Walker Pty Ltd provided a formal report outlining the methodology, scope of services, and professional recommendations. The report was structured to support future planning, compliance with relevant standards, and the continued protection of the Warrnambool Art Gallery’s cultural assets and public spaces.
