The security risk assessment was conducted in accordance with the AS/NZS ISO 31000:2018 risk management framework and focused on identifying potential security risks associated with the operation, accessibility, and activation of the site during and after project delivery. The assessment also supported the integration of early-stage risk mitigation strategies into the planning and development of the destination.

Connley Walker Pty Ltd carried out a site inspection to review the physical environment, assess access points, visitor circulation patterns, and infrastructure interface with surrounding natural and built areas. Consideration was given to trailhead access, car parks, visitor amenities, and informal gathering spaces.

As part of the assessment, stakeholder consultations were undertaken with council representatives and key project stakeholders to understand proposed operational models, anticipated visitor volumes, event usage, and maintenance responsibilities. These consultations informed the contextual understanding of site-specific challenges and priorities for security planning.

The security risk assessment considered a range of factors, including unauthorised access, asset protection, after-hours activity, and potential public safety issues. Recommendations were developed to align with the site’s open-space character, recreational function, and accessibility goals, while supporting a security-conscious approach to planning and management.

Connley Walker Pty Ltd prepared a formal report outlining the risk assessment methodology, observations from the site review, and a set of structured recommendations tailored to the Warburton Mountain Bike Destination. The report was developed to support Yarra Ranges Council in ensuring the long-term safety, functionality, and community sustainability of the site.
