Connley Walker Pty Ltd was engaged to conduct a security risk assessment for Bellacorp in support of their application for a Scheduled Products Licence. The engagement was initiated to ensure that the proposed facility met the physical security and compliance requirements necessary for handling and storing scheduled substances under relevant regulatory frameworks.
As part of this engagement, Connley Walker Pty Ltd performed a detailed site inspection to assess the physical layout, access points, infrastructure, and environmental characteristics of the premises. The inspection aimed to verify the suitability of the site’s physical controls for secure operations involving scheduled products.
Connley Walker Pty Ltd also undertook consultations with key Bellacorp personnel to understand operational workflows, staffing arrangements, and intended access control protocols. These discussions ensured that the security risk assessment was aligned with the specific needs and structure of the proposed business operations.
The risk assessment was conducted using a structured methodology in line with AS/NZS ISO 31000:2018, focusing on the identification and evaluation of threats relevant to unauthorised access, internal misconduct, and diversion of controlled substances. Risk treatment strategies were reviewed in the context of regulatory compliance and operational feasibility.
A Crime Prevention Through Environmental Design (CPTED) review was also integrated into the process. This included an assessment of how the physical environment supported natural surveillance, territorial reinforcement, and access control measures, in line with best practice for facilities of this nature.
A formal report was prepared documenting the assessment methodology, consultation process, and scope of services delivered. The report was structured to support Bellacorp’s Scheduled Products Licence application and to provide a professional foundation for implementing robust, compliant security measures across the facility.
