Connley Walker Pty Ltd was engaged to conduct a comprehensive security audit and security risk assessment of the Federation University Ararat Campus. This engagement was initiated to assess the effectiveness of existing hard and soft security controls, ensure compliance with applicable standards, and identify practical, cost-effective strategies for risk management.
The scope of the audit included a full review of hard security controls, such as physical barriers, door hardware, CCTV systems, access points, and perimeter protections. Concurrently, Connley Walker Pty Ltd reviewed soft controls, including administrative procedures, access management protocols, security governance, and emergency response measures implemented at the campus.
A key part of the audit involved a lighting assessment carried out in accordance with AS/NZS 1158.3.1:2020. This assessment evaluated the placement, intensity, and uniformity of lighting in external areas such as walkways, car parks, and entrances to support visibility, natural surveillance, and compliance with Australian standards for pedestrian lighting.
Connley Walker Pty Ltd also conducted a detailed security risk assessment using a structured methodology based on AS/NZS ISO 31000:2018. The process identified security risks relevant to the Ararat campus environment and operational context and supported the development of treatment strategies that prioritised practicality and cost-efficiency.
As part of the engagement, Connley Walker Pty Ltd carried out stakeholder consultations with university staff and facilities personnel to gain insight into daily operations, access practices, security concerns, and historical incident data. These discussions informed the assessment and helped ensure that recommendations were tailored to the specific needs of the campus.
A Crime Prevention Through Environmental Design (CPTED) review was also included in the assessment. This component focused on enhancing natural surveillance, defining territorial boundaries, and improving access control through design-based measures integrated into the built environment.
A formal report was prepared and submitted to Federation University detailing the audit and assessment process, site observations, stakeholder engagement outcomes, and structured recommendations. The report was intended to support decision-making and long-term planning for improving campus safety and security outcomes.
