The audit involved a full assessment of hard controls, including physical security measures such as access points, surveillance systems, perimeter barriers, and infrastructure supporting access management. At the same time, Connley Walker Pty Ltd reviewed soft controls, including operational procedures, access protocols, emergency management arrangements, and security governance frameworks.

A key element of the audit included a detailed lighting assessment in accordance with AS/NZS 1158.3.1:2020. This assessment reviewed lighting levels, uniformity, and coverage in pedestrian zones such as walkways, car parks, building entrances, and other public areas across the Ballarat Campus. The lighting assessment supported compliance with Australian standards and contributed to natural surveillance and site activation strategies.

Connley Walker Pty Ltd also conducted a structured security risk assessment following the AS/NZS ISO 31000:2018 framework. The assessment considered a range of site-specific risks relevant to the campus environment and supported the identification of proportionate, cost-effective treatment strategies to address security concerns without disrupting the university’s operational requirements.

In addition, stakeholder consultations were undertaken with Federation University staff, security personnel, and facility managers to gather operational insights and understand localised challenges. These engagements informed the assessment process and ensured recommendations were aligned with the functional use of the site.

A Crime Prevention Through Environmental Design (CPTED) review was also included to assess how environmental and spatial design features supported visibility, territorial reinforcement, and safe movement throughout the campus.

Following completion of the audit and risk assessment, Connley Walker Pty Ltd provided a formal report outlining the engagement scope, methodology, and structured recommendations. The report was intended to guide the university in prioritising future security improvements and enhancing the safety of students, staff, and visitors at the Ballarat Campus.
