Connley Walker Pty Ltd was engaged to undertake a comprehensive security audit and security risk assessment of the Federation University Horsham Campus. The purpose of the engagement was to evaluate the effectiveness of the site’s existing soft and hard security controls and to identify cost-effective strategies for ongoing risk management in line with contemporary security standards.
The engagement included a detailed audit of physical security measures (hard controls) such as fencing, access points, surveillance systems, and building infrastructure. In parallel, Connley Walker Pty Ltd reviewed the university’s procedural and administrative controls (soft controls) including access management policies, emergency response protocols, and security governance frameworks.
A key component of the audit involved a thorough lighting assessment conducted in accordance with AS/NZS 1158.3.1:2020, which governs lighting for pedestrian areas. This review evaluated lighting coverage, placement, uniformity, and effectiveness across campus walkways, car parks, and public circulation areas to ensure compliance and support natural surveillance objectives.
Connley Walker Pty Ltd also carried out an on-site security risk assessment using a structured methodology aligned with AS/NZS ISO 31000:2018. The risk assessment process involved identifying and analysing potential threats relevant to the campus environment and determining appropriate treatment strategies to reduce risk exposure while maintaining operational functionality.
In addition, Connley Walker Pty Ltd conducted stakeholder consultations with university representatives to gain insight into campus operations, user behaviours, access control procedures, and past incident trends. These consultations informed the risk assessment and supported the identification of strategies tailored to the unique operational context of the Horsham Campus.
A Crime Prevention Through Environmental Design (CPTED) review was also integrated into the engagement. This element assessed the influence of the built environment on natural surveillance, territorial definition, and access management in and around the campus.
Connley Walker Pty Ltd provided a formal report outlining the audit findings, risk assessment methodology, stakeholder engagement process, and professional recommendations. The report was developed to support strategic planning, operational decision-making, and future investment in security infrastructure across the Federation University Horsham Campus.
