The audit included an in-depth review of hard controls, such as access control infrastructure, CCTV systems, perimeter security, and physical barriers within the urban campus environment. Connley Walker Pty Ltd also evaluated soft controls, including administrative security procedures, access protocols, emergency response mechanisms, and overall security governance.

As part of the audit, Connley Walker Pty Ltd carried out a detailed lighting assessment in accordance with AS/NZS 1158.3.1:2020, the Australian standard for pedestrian area lighting. The assessment focused on campus entry points, public walkways, and adjacent external areas to evaluate lighting effectiveness, compliance, and its role in enhancing visibility and natural surveillance in a densely populated city setting.

A structured security risk assessment was also conducted in line with AS/NZS ISO 31000:2018. The methodology supported the identification of risk scenarios relevant to the Melbourne CBD Campus, including risks associated with public access, after-hours activity, and site integration within a high-footfall urban environment. Recommendations were developed to address identified exposures in a cost-effective and operationally appropriate manner.

To ensure the assessment reflected local operating conditions and user needs, Connley Walker Pty Ltd conducted stakeholder consultations with campus managers, security staff, and facilities representatives. These discussions provided insights into campus operations, current security challenges, and practical implementation considerations.

The engagement also included a Crime Prevention Through Environmental Design (CPTED) review, which examined how the campus layout and surrounding environment contributed to safety outcomes through design-based security features such as sightlines, territoriality, and access demarcation.

A formal report was prepared by Connley Walker Pty Ltd, documenting the audit and assessment processes, site observations, and structured recommendations to support Federation University in enhancing campus safety, meeting regulatory expectations, and planning future security investments at the Melbourne CBD Campus.
