Connley Walker Pty Ltd was engaged to carry out a security risk assessment for Flora Pharms in support of their application for a Scheduled Products Licence. The purpose of the engagement was to ensure that the security measures proposed for the facility met the regulatory standards associated with the handling, storage, and control of scheduled substances.

As part of this engagement, Connley Walker Pty Ltd conducted a detailed site inspection of the proposed facility layout to evaluate the suitability of the physical environment, access arrangements, and infrastructure for secure operations. The inspection considered both current site conditions and intended future modifications to support regulatory compliance.

In addition to the physical review, Connley Walker Pty Ltd held stakeholder consultations with key personnel from Flora Pharms to understand the planned operational procedures, security management strategies, and site-specific risks. These consultations ensured the risk assessment was tailored to the intended operational model and aligned with the applicable compliance framework.

The security risk assessment was conducted in accordance with AS/NZS ISO 31000:2018, using a structured methodology to identify, analyse, and evaluate potential security threats relevant to the facility. Emphasis was placed on ensuring that the planned security controls could effectively mitigate risks related to unauthorised access, theft, and diversion of controlled substances.

A Crime Prevention Through Environmental Design (CPTED) review was also included in the engagement. This review assessed how the physical and environmental characteristics of the site could support security outcomes through natural surveillance, controlled access, and spatial reinforcement.

Connley Walker Pty Ltd prepared a formal report outlining the assessment methodology, consultation process, and scope of works undertaken. The report was developed to support Flora Pharms’ application for the Scheduled Products Licence and to guide the planning and implementation of site-specific security controls consistent with regulatory expectations.
