Connley Walker Pty Ltd was engaged to undertake a comprehensive security audit and security risk assessment of the Royal Exhibition Building in Melbourne. As a significant heritage-listed site and public event venue, the engagement focused on assessing both hard and soft security controls to identify cost-effective strategies for managing security risks while preserving the building’s operational functionality and public accessibility.

The audit included a detailed review of hard security controls, such as perimeter barriers, gates, surveillance systems, access control infrastructure, and physical protections for internal zones and critical operational areas. In conjunction with this, Connley Walker Pty Ltd assessed soft controls, including access procedures, emergency protocols, staff responsibilities, contractor management, and overarching security governance.

A structured security risk assessment was conducted in accordance with AS/NZS ISO 31000:2018. The assessment process was designed to identify risks relevant to the unique operational and heritage context of the Royal Exhibition Building and to support the development of proportionate, scalable treatment strategies.

Connley Walker Pty Ltd conducted an on-site inspection of the Royal Exhibition Building to observe the integration of physical and procedural security measures across the site. The inspection covered all critical zones, including public entry points, service corridors, controlled access areas, and high-profile event spaces.

To ensure the recommendations reflected operational needs and stakeholder expectations, consultations were held with facilities management staff and relevant stakeholders responsible for site operations, public event coordination, and asset protection. These engagements provided insights into site-specific challenges, day-to-day operational realities, and planned usage scenarios.

The engagement also included a Crime Prevention Through Environmental Design (CPTED) review to evaluate how environmental factors influenced site activation, access control, and natural surveillance across the expansive and architecturally significant site.

Upon completion of the assessment, Connley Walker Pty Ltd delivered a formal report outlining the engagement scope, applied methodology, and structured recommendations. The report was developed to assist with strategic planning, capital works integration, and security management decisions that support both the safety of the site and the preservation of its heritage value.
