The subsequent delivery of a detailed options report, supported by budget estimates, showcased our commitment to providing the minimum viable and cost-effective security solutions. The collaborative process ensured alignment with organisational standards and regulatory requirements, resulting in a final presentation that encapsulated our strategic recommendations for enhancing the department’s security measures.

Review and Assessment of the Current State

  1. Comprehensive Review: Connley Walker conducted a thorough review of the department’s current security approach. This involved assessing the minimum viable and cost-effective approach based on the department’s service needs. Fundamental gaps, over/under-provision of services, and any duplication were identified.

  2. Trend Analysis and Risk Profile Review: A trend analysis of security incidents over the past 3 years was undertaken to determine the appropriateness of current security services. The review extended to the department’s risk profile, ensuring alignment with accepted risk profiles and effective management of network, assets, and infrastructure risks.

  3. Public Transport Network Security Review: The security provided across bus and tram networks, including the use of guards, mobile patrols, policing services, CCTV, and radio communications, was thoroughly reviewed. This included an assessment of CCTV services’ management, maintenance, repair, and lifecycle replacement requirements.

  4. Departmental Buildings and Facilities Security Review: Connley Walker conducted a review of security services across departmental buildings and facilities. This included efficiency evaluations of surveillance and response arrangements, along with a review of contractual commitments and spending over the past 3 years.

  5. Comparative Analysis: Connley Walker provided a comparison of public transport security management frameworks in other Australian jurisdictions, leveraging expertise as a Security Subject Matter Expert (SME) with valuable insights from projects with Ricardo Rail.

Draft Options Report

  1. Documented Draft Options Report: Connley Walker delivered a documented draft options report. This report included a future options analysis for security provisions and delivery models. It also provided a high-level comparable assessment, justifying the minimum viable cost-effective approach with budget estimates for prioritised actions.

  2. Review and Finalisation: The draft report was submitted to the department for comment two weeks prior to the contract term’s end. A one-week period was allocated for the department to provide feedback before the final report was documented.

Delivery of Final Options Report and Presentation

The final options report was delivered, culminating in a comprehensive presentation to the South Australia Department for Infrastructure and Transport.
