Connley Walker undertook a comprehensive review on behalf of the South Australia Department of Health (DHW) to evaluate the security services within the state’s hospitals and health services. This multifaceted review aimed to provide an in-depth analysis of the current outsourced arrangements, explore the viability of an insourced model, and ultimately recommend the optimal service delivery model. The focus was not only on efficiency and cost-effectiveness but also on ensuring job security and permanency for workers. This collaborative effort involved close coordination with DHW senior officers throughout the review process, culminating in the delivery of a final report that encapsulated a jurisdictional review, business requirements collation, cost assessment, industrial relations and employment conditions review, supply chain impact assessment, risks and opportunities analysis, and a high-level implementation plan.

Detailed Analysis of Current Arrangements:

Connley Walker conducted a detailed analysis of the existing outsourced security arrangements in South Australia’s hospital and health services. Investigation of an Insourced Model:

This document encapsulated a jurisdictional review of security models, collation of business requirements for approximately 70 sites, cost assessment for outsourcing, insourcing, and hybrid models, industrial relations and employment conditions review, supply chain and market impact assessment, risks and opportunities analysis, and a high-level implementation plan. The report also included detailed recommendations on the preferred model of service delivery, providing DHW with a roadmap for optimising security services in South Australia’s hospitals and health services.
