In response to the engagement from Tasmania Health, Connley Walker executed a comprehensive security review at Wilfred Lopes Centre, adhering to the relevant Australian Standards, Australasian Health Facility Guidelines (AusHFG), and local policies. The initiative involved a methodical risk assessment, meticulous physical inspections, and the development of crucial security tools.

Security Risk Assessment Methodology:

Connley Walker implemented a robust security risk assessment methodology, delving into the identification of vulnerabilities, risk levels, and potential mitigation options. This included a thorough review of past security incidents, enabling the identification and closure of security gaps. The assessments were conducted in alignment with Australian Standards, AusHFG, and local best practices.

Physical Inspection and Inventory:

A critical aspect of the project involved physically inspecting each facility, culminating in the creation of detailed floor plans depicting security arrangements at room level. An exhaustive inventory of security equipment was compiled, covering aspects such as security lighting, CCTV systems, intruder alarms, duress alarms, swipe access systems, secure counters, secure parking, security personnel presence, anti-ligature load alarms, and vision panel doors. The inventory, provided in .csv or .xlsx format, included information on quantity, location, and, where applicable, identification of system reporting/data storage. Additionally, Connley Walker assessed the condition, assumed age, and expected obsolescence date for each equipment item, facilitating future budgeting for lifecycle replacements.

Building and Staff Security Risk Report:

Connley Walker presented a comprehensive report outlining identified building and staff security risks at Wilfred Lopes Centre. This involved a meticulous analysis and evaluation of risks, culminating in recommendations for appropriate controls. The recommendations were categorised into three levels, addressing safety of personnel, protection of property, and compliance with relevant guidelines and standards.

  1. Safety of Personnel: Security measures essential for personnel safety were prioritised, guided by the Work Health and Safety Act 2012 to ensure a risk-averse approach.

  2. Protection of Property: Cost-effective solutions were proposed, aligning with modern risk management principles to balance protection costs and potential losses.

  3. Compliance Measures: Security measures necessary for compliance with Australian Standards, AusHFG, and local policies were outlined to ensure adherence to industry guidelines.

Statewide Policy Development:

In collaboration with the Department, Connley Walker undertook the development of a Statewide Policy for Building and Staff Security in mental health facilities. The policy included a comprehensive introduction, mandatory requirements, clearly defined roles and responsibilities, and detailed processes for effective risk management and security implementation.

Security Audit Tool:

A crucial deliverable involved reviewing the current Department of Health Security Audit Tools and developing a unified security audit tool applicable across all Departmental healthcare facilities. This tool, crafted in consultation with the Department, encompassed elements such as Crime Prevention Through Environmental Design (CPTED), maintenance reviews, documentation of security procedures, key storage assessments, CCTV governance procedures, and the review of operational entry intercoms.
